The visa processing framework continues to use a priority system, which determines how quickly applications are assessed based on each education provider’s allocated student places.
A New Ministerial Direction for 2026
Throughout 2025, the National Planning Level (NPL) for international student places was guided by Ministerial Direction 111 (MD111). However, on 14 November 2025, the government introduced a new directive—Ministerial Direction 115 (MD115)—which will be used for all Student visa applications processed for 2026.
What Has Changed?
- Higher Student Allocation for 2026
For 2026, the National Planning Level has been set at 295,000 international student places—an increase of 25,000 compared to 2025.
This expansion shows Australia’s ongoing commitment to welcoming more international students into its education system.
- Visa Requirements Stay the Same
Good news for applicants: despite the policy update, the student visa process and requirements remain unchanged for 2026. You can continue preparing your application based on the current guidelines.
Who Is Affected?
The updated NPL system continues to apply only to offshore Student visa applications—that is, applications lodged from outside Australia.
- If you applied before 14 November 2025, your application will be processed under the old MD111 settings.
- If you applied on or after 14 November 2025, your application would follow the new MD115 rules.
