Australia remains one of the most popular study destinations globally, with a substantial increase in student arrivals in recent years. The Australian Government recently announced a significant policy change affecting international student admissions starting in 2025. On August 27, 2024, the government introduced a new cap, called the National Planning Level (NPL). The NPL is a new limit that will regulate the number of new international students commencing their studies each year, to manage the growth of international student programs across universities and vocational institutions. This measure aims to ensure a sustainable and high-quality experience for students.

Starting January 1, 2025, a total of 270,000 new international student commencements will be permitted. These figures only account for students beginning their courses that year, excluding enrolments, offers, or those starting a second course in the same calendar year. The breakdown for these commencements is as follows:

  • Public universities: 145,000 commencements
  • Private universities and NUHEPs: 30,000 commencements
  • Vocational Education and Training (VET) providers: 95,000 commencements

 

The NPL will not affect current international students who are already enrolled in Australian universities. Additionally, certain student groups will not be impacted by these new limitations, including:

  • Students enrolled in Australian transnational education (TNE) or twinning programs at overseas partner campuses
  • School students
  • Higher degree by research students
  • ELICOS (English Language Intensive Courses for Overseas Students) students
  • Study Abroad and Exchange students
  • Australian Government or partner-sponsored scholars
  • Students from Pacific nations and Timor-Leste
